He tried to force Luz to be "normal"
No. He doesn’t need to take screentime away from more important characters, and even if the episode was longer I still feel like an “emotional” moment might not be the best wording given his history. Maybe an “apologetic” moment would be better.
Well, he had very good reasons for choosing to have Luz be sent to Reality Summer Camp. Luz brought it upon herself. It wasn't his fault.
Principal Hal only made a non-speaking cameo appearance in the background at the Gravesfield Halloween Festival in "Thanks to Them". He was briefly seen doing finger guns to a woman who dressed up as a clown for Halloween.

I just like thinking big or whatever, but yeah, not every single character needs more screentime or prominence. Not every single character is important. Principal Hal had no purpose beyond sending Luz Noceda to Reality Summer Camp. His next and latest official episode appearance was in "Thanks to Them", which was only a non-speaking cameo appearance in the background at the Gravesfield Halloween Festival. Do you think Principal Hal was only brought back in that episode for nostalgia or something?
