she's a cop. it's her job to arrest people who are breaking the law. unfortunately, with all of the corruption within the boiling isles, some of these people were seen as aid to the emperor, and she would have no grounds to put them away on. they could just get out. on another hand, she might be seen as an aggressor because she is a member of the police force.
no one likes odalia, but if she's locked up before committing serious atrocities, she may be seen as a victim of the system.
