I feel like I should have a better answer for this than I do, considering the fact that I used to write as a hobby, but I don't really. I also don't tend to make human characters for my stories because I've always just enjoyed fantasy stories about dragons and stuff more, so my experience might be a bit different, but I just sort of create the idea for a character I need for another character's story or to fill a role and then build the character off of that, sort of. I don't think that you fully need to take someone's gender into account when creating their character; it's just a gender, not an entirely different species. Sure, there can be differences and different societal expectations and pressures, but I don't think it should necessarily affect too much about them as a whole, like how they think, feel, act, etc.
However, that's just my thoughts, and it's not like I'm a professional author or anything, so idk.
